- Division 1 consists of Kenya and the countries placed 1-5 in the ICC Trophy 2005.
- Division 2 consists of the countries placed 6-9 in the ICC Trophy 2005, together with the top two teams from WCL Division 3, to be held earlier in 2007.
- Division 3 consists of the teams placed 10-12 in the ICC Trophy 2005, together with five qualifiers, one each from competitions (see below) in the ICC's five development regions.
- Division 5 consists of the next highest ranked countries in each of the ICC's five development regions, plus three invited countries (Nepal, Singapore and Jersey).
