Sadly, I don't know either...
If cricket is to be TRULY global, then the elitist, hierarchical structure of the ICC would have to change, and the idea of having ten nations rule cricket on a global level would have to come to an end. Can cricket globalize itself with the current structures in place? Yes. But it would take an IMMENSE amount of time..

I know that Nepal has had its own share of Injustice.
It seems There is a lot of Bitterness whit you guys and the ICC.
And because you are hard-done you justify when others are hard-done.
I know you were the best side in that group.
And as a cricket lover I do care a lot.
I have also said Nepal needs to play in a much higher group.
what I am saying is just acknowledge, the fact?
I will make you small.
If I was you, I would be telling the world (what the crowd did was wrong and we are sorry let the ICC do what it feels best.)
But you don't care maybe if you were a real cricket Lover you might understand what I am saying.
One day I was I was Playing a club game, I was with the last batter number 11,
I had come at number 5, after a bad start I managed to get near the target, we needed 4 of 11 balls, and I nicked one to the keeper the umpire did not notice, the keeper appealed and I walked. All my team mates were angry with me, as we missed out on points , Now tell me what I did was correct?
O sorry you don't care?

i dream of a day when there is enough popular interest in associate nations where they can give the icc a collective middle finger, and start another worldwide cricket organization, one which does not hold on to the past with a grip tighter than a miser on his gold

Laksh, the Super 8s are NOT about any kind of competition, it's about money. Basically, the ICC is looking to maximize the games played by the top nations (esp India) against each other in order to guarantee as much TV revenue as possible.
As for the test nation question, basically it IS ego and arrogance to a degree, BUT once again money comes into it. The test nation revenue is not a guaranteed sum, but rather a dividend of a pool of money, therefore more test nations = less money per test nation, so naturally, the test nations would be adverse to letting in new members. Also, there's the ridiculous obsession with records and averages, they're so keen on preserving the past, they don't care about the future. The same would go for your 75% - 50% funding idea, it would once again spell less money for the test nations, and so they'd veto it (remember, matters like these go through a vote of the test nations, a SINGLE associate representative, and other stakeholder representatives).

Y does Cricket has these differences & egos between nations which no other sport has? Is it because of ICC that cant manage its members? For example lets see FIFA World Cup 2010 will anyone say Ghana or South Africa will win the world cup? still they play in it. Then y not cricket world cup? World Cup has to be global who cares if every nations wins or not? The mistake with 2007 Cricket World cup isn't number of nations played but the useless super 8 stage. It should have been 4 Groups of 4 > Quarterfinals > Semi Final > Final. Which would have reduced the length of the tournament by at least 2 weeks. I still feel its a big draw back for ICC to reduce the 2011 Cricket World Cup to 14 teams.
Even if Test status can't be granted to nations like Ireland they should be funded at least 75% of the Full member so that they develop other formats of the game & their structures n player n fan base. I feel the teams that deserve 75% funding are Ireland, Afghanistan, Kenya & The Netherlands. Scotland & Canada should receive 50%. If ICC & its full members keep ignoring NTP nations, Cricket will die & U will see more nations demolish like Kenya n not imp like Ireland.
