SERIAL 7- PROPOSED BY BALLYMENA CC - CARRIED
Competition Rule 9(c): at the end of the third sentence, add “with the exception of the Minor Qualifying Cup, where it shall be 40 overs.”
[This would reduce the maximum innings length in the Minor Cup from 50 to 40 overs.]
SERIAL 8 – PROPOSED BY BOARD OF DIRECTORS - CARRIED
Competition Rule 9: add new sub-section “(d) Where the first innings of a Challenge Cup match is delayed or interrupted by ground or weather conditions, the number of overs available to each side shall be reduced by one for each full eight minutes of playing time lost after the designated starting time, where the aggregate time lost exceeds 30 minutes. If play starts earlier, the 30-minute allowance shall be increased by the actual time played before the designated starting time. From the end of the first innings, a further deduction of one over shall be made for each full four minutes of playing time lost. No deduction shall be made until the allowance for any early start and the 30-minute allowance have been exhausted. The number of overs shall not be reduced below 20 overs per side. The Duckworth/Lewis method shall be used to determine the result of any match in which overs are lost after the start of either innings. If 20 overs are not bowled in the second innings, and a result is not otherwise obtained, Competition Rule 14 shall not apply and the initial fixture shall be rearranged. In any rearranged match, this sub-section (apart from the previous sentence) shall take the place of Competition Rule 12 (b).
Renumber existing sub-section (d) as (e).
[This would replace continuation in the Challenge Cup with reduction of overs and the use of the Duckworth/Lewis method to determine the result.]
SERIAL 9 - PROPOSED BY COMPETITIONS DIRECTORATE - CARRIED
Competition Rule 10(e): amend to read ‘If a club has more home matches on the same day than it has grounds available, the most junior match(es) shall be played on the published reserve date(s). Alternatively, the match(es) may, if both clubs agree, be played on the Sunday immediately following the scheduled date.’
[This would clarify what should happen when a club finds itself with more home cup matches than it has grounds available.]
SERIAL 10 – PROPOSED BY BOARD OF DIRECTORS - DEFEATED
Competition Rule 12: add new sub-section (d) In the finals of the Intermediate, Lindsay (Minor) and Minor Qualifying Cups, if no play is possible on the published reserve date, the trophy shall be shared.’
[This would make it clear that the finals of the three most junior cup competitions cannot be further rearranged if they fail to start on the reserve date.]
SERIAL 11 – PROPOSED BY CHAIRMAN - CARRIED
Competition Rule 13(a): after ‘1pm’, insert ‘(12 noon in July or August)’.
[This would bring the starting time of all cup matches in July and August into line with that for league matches.]
League Competitions
SERIAL 12 – PROPOSED BY BOARD OF DIRECTORS - DEFEATED (50 for / 36 against - didnt gain 60% required)
Competition Rule 17(c): Place square brackets around ‘ten teams in the First Division and Sections I and II of the Second division and’ and ‘in every other division’ and add at end ‘The section in square brackets shall not apply after the end of the 2009 season.’
Competition Rule 27: add new sub-section ‘(d) There shall be no promotion or relegation between the sections of the First or Second Division at the end of the 2009 season.’
[This would restructure the First and Second Divisions at the end of the 2009 season, with all sections being of eight teams (apart from the last section of each Division).]
SERIAL 13 - PROPOSED BY LARNE CC - DEFEATED
Competition Rule 17(d): after ‘First Division’ substitute ‘and 40 overs in all other sections’.
Delete all subsequent references to 45-over matches and all references to Sections I and II of the Second Division in Rule 23.
[This would reduce the maximum innings length throughout the Second Division to 40 overs.]
SERIAL 14 – PROPOSED BY LISBURN CC - CARRIED
Competition Rule 17: add at beginning of sub-section (e) “In relation to the first scheduled weekend fixture, or the weekend rearrangement of any fixture that has been postponed for reasons other than ground or weather conditions”
Add new sub-section (f) “Where the first scheduled fixture, or the rearrangement of any fixture that has been postponed for reasons other than ground or weather conditions, is arranged for a weekday, teams may agree in advance to reduce the maximum duration of each innings. No match may be so reduced to fewer than 40 overs per side. In relation to the second or subsequent attempt to play a 50 over match that was originally postponed due to ground or weather conditions, teams may agree in advance to reduce the maximum duration of each innings. No match up to 31st July may be so reduced to fewer than 25 overs a side, and no match after 31st July may be so reduced to fewer than 20 overs a side”
Re-number subsequent sub-sections accordingly.
[This would enable matches that have been scheduled or rearranged for a weekday to be reduced by prior agreement to 40 overs a side on the first attempt to play the match and to 25 or 20 overs a side on any subsequent attempt.]
SERIAL 15 – PROPOSED BY TEMPLEPATRICK CC - CARRIED
Competition Rule 17(e): insert sub-heading (i) before “where the start” and new sub-clause “(ii) where a match has been rearranged as an evening match, the teams may agree before the start of play to shorten each innings, but no such match may be so reduced to fewer than 30 overs a side.”
[This would enable teams to agree to shorten a rearranged evening 50-over match to a minimum of 30 overs a side.]
SERIAL 16 - PROPOSED BY WARINGSTOWN CC - CARRIED
Competition Rule 17(f): Replace final sentence with “No match may be so reduced to fewer than 20 overs a side.”
[This would allow 45-over and 40-over matches before August to be reduced, either in advance or following a delayed start, to 20 overs a side, rather than the current 25 overs.]
SERIAL 17– PROPOSED BY BOARD OF DIRECTORS AND MUCKAMORE CC - DEFEATED
Competition Rule 18: add at end ‘in First and Second Divisions, or after 31 August in the Third Division’.
[This would make 31 August the latest date on which any Third Division match could be played.]

Competition Rule 21(a): Delete and substitute ‘Matches in the First and Second Divisions (except evening matches) may start at any time agreed by both teams, but not later than 11 am.
First Division Sections I and II Playing Regulations 2.1(a) and 3.1(a): Play may start at any time agreed by both teams, but not later than 11 am.
[This would bring forward the latest starting time of all matches in the First and Second Divisions to 11 am.]
SERIAL 19 - PROPOSED BY BALLYMENA CC - WITHDRAWN
Competition Rule 21(a): at the end of the first indent, add “and weekday matches in July, August or September”
[This would allow weekday 50-over matches after the end of June to start at 1 pm rather than the current 12 noon(July & August) or11.30 am (September).]
SERIAL 20 – PROPOSED BY LISBURN CC - CARRIED
Competition Rule 21: in sub-paragraph (a) insert the word “weekend” after “50-over matches” and delete “(except evening matches)”.
Insert new sub-paragraph (b): “50-over weekday matches (except evening matches) may start at any time agreed by both teams but not later than 2pm”
Insert new sub-paragraph (c): “Where teams have agreed in advance to reduce the duration of a 50-over, 45-over or 40-over match under the provisions of Competition Rule 17(e), (f) or (g), such matches may start at any time agreed by both teams but not later than:
* 6 pm in April, May, June or July
* 5 pm in August or September.”
Re-number subsequent sub-paragraphs accordingly.
[This would enable 50 weekday matches to start at 2 pm (instead of 1 pm, 12 noon or 11.30 am at present) and shortened afternoon matches to start at 6 pm or 5 pm.]
SERIAL 21 - PROPOSED BY TEMPLEPATRICK CC - CARRIED
Competition Rule 21(c): replace “15th August” with “1st September”.
[This would allow two-night or three-night matches to be arranged between 15 and 31 August.]

Competition Rule 21(c): after “15th August” insert “or 31 August in the case of a three-night match”.
[This would allow three-night matches to be arranged between 15 and 30 August.]
SERIAL 23– PROPOSED BY BOARD OF DIRECTORS - CARRIED
Competition Rule 23(a): replace existing second sentence with “In the First Division the new date shall be the fourth Sunday following the postponement, unless it involves a team that does not play on Sundays, in which case it shall be the third Friday. The teams may agree to play on an earlier date in either case. In Sections I and II of the Second Division, the new date shall be within twenty-nine days of the date of postponement or abandonment, except that, where the latter is in August or September, the new date may be any date before the end of the season.
[This would bring the timing of rearrangements in Sections III and IV of the First Division into line with that for the top two Sections.]
SERIAL 24 – PROPOSED BY BOARD OF DIRECTORS - CARRIED
Competition Rule 23: add new sub-section ‘(e) As an alternative to an afternoon rearrangement, teams in Sections I and II of the Second Division may agree to rearrange a match as a 25-overs-a-side match on a single weekday evening. The starting time for such a match shall be as set out in Competition Rule 21(d). If the start of the match is delayed, the length of each innings shall not be further reduced.’
Competition Rule 24: add new sub-sections ‘Any Rearrangement (e) As an alternative to an afternoon rearrangement, teams may agree to rearrange a 45-over match as a 23-overs-a-side match, or a 40-over match as a 20-overs-a side match, on a single weekday evening. The starting time for such a match shall be as set out in Competition Rule 21(d). If the start of the match is delayed, the length of each innings shall not be further reduced.’
[This would give teams in the Second and Third Divisions the option of rearranging matches on a half-length basis on a single weekday evening.]
SERIAL 25 – PROPOSED BY PORTADOWN CC - WITHDRAWN
Competition Rule 23: Add new sub-section “(e) Notwithstanding the requirements of sub-section (a) above, where a rearranged evening match in Section III or IV of the First Division has been abandoned on two occasions after the first innings has been completed, and both teams have been present on the second evening on both occasions, the match shall not be further rearranged.
Competition Rule 26(a): add second line “Match abandoned for a second time in accordance with Competition Rule 23(e) – 2 points each.
[This would mean that a rearranged evening match in Section III or IV of the First Division that had been abandoned on two occasions after the completion of the first innings, with both teams present on the second evening on both occasions, would not have to be further rearranged and the points would be shared.]
First Division Section I Playing Regulations
SERIAL 26– PROPOSED BY INSTONIANS CC - CARRIED
Competition Regulation 1: At end of Match 2 definition add ‘Every Match 2 shall be arranged as a 20-over match.’
Playing Regulation 3: replace with:
‘3. Match 2 Regulations (3.1 to 3.3)
3.1 Hours of play
(a) Play in an afternoon match shall start at 1 pm in April, May or June, 12 noon in July or August, or 11.30 am in September, or earlier by agreement.
(b) Play in an evening match shall start at 5.30 pm in April, May or June, 4.30 pm in July or August, or 4 pm in September, or earlier by agreement.
(c) There shall be no tea interval. The interval between innings shall be ten minutes.
3.2 Minimum Overs
(a) For a valid result, each team shall bowl 20 overs, unless either or both teams are bowled out in fewer than 20 overs or unless the team batting second scores enough runs to win in fewer than 20 overs.
(b) If, owing to ground, weather or light conditions, the umpires consider that a 20-over match cannot be completed, a 10-over match shall be played if conditions permit. A 10-over match may start at any time before 7.10 pm in April, May or June, 6.10 pm in July or August, or 5.40 pm in September.
(c) If a 10-over match is not completed (ie if each side does not have the opportunity to bat for 10 overs), the match shall be recorded as “No result”.
3.3 Bowlers' Limits
(a) No bowler shall bowl more than 4 overs in a 20-over match or 2 overs in a 10-over match.’
[This would make every Match 2 a 20-over match, arranged as either an afternoon or an evening match.]
SERIAL 27 – PROPOSED BY BOARD OF DIRECTORS - BYE-LAW
Competition Regulation 2: add new sub-section:
(e) Grounds
A Match 2 may be played on a non-turf pitch that has been graded as suitable for the relevant league section.
[This would enable a Match 2 to be played on a suitably graded artificial pitch.]
